Cambodia Reaffirms Border Peace Commitments in Bilateral Talks with Philippines in Bucharest

Cambodian Ambassador to Romania H.E. Dr. Chea Chanboribo on Sept. 7 paid a courtesy call on H.E. Noel Eugene E. Servigon, Ambassador of the Philippines to Romania, to discuss bilateral cooperation and regional stability.
Ambassador Chea Chanboribo was accompanied by Mr. Mihai Andrițoiu, Honorary Consul of Cambodia to Romania, and his spouse.
During the meeting, the Sofia-based Cambodian Ambassador underscored the enduring friendship between Cambodia and the Philippines as ASEAN members, expressing a strong commitment to expanding bilateral ties across key sectors.
He also expressed deep appreciation for the Philippines’ leadership as ASEAN Chair for 2026, particularly its role in coordinating the ASEAN Observer Team (AOT) to monitor, verify, and support the peaceful implementation of agreements along the Cambodia-Thailand border.
Reaffirming Cambodia’s diplomatic stance on the border situation, Ambassador Chea Chanboribo emphasised the Kingdom’s adherence to peace, sovereignty, territorial integrity, and peaceful conflict resolution grounded in international law.
He reiterated Cambodia’s full compliance with the Joint Statement from the Third Special Meeting of the Cambodia-Thailand General Border Committee (GBC) dated Dec. 27, 2025. Key provisions include maintaining the current ceasefire, freezing troop movements, and resolving border matters exclusively through established bilateral mechanisms.
Ambassador Chea Chanboribo clarified that maintaining current troop positions under the ceasefire does not constitute recognition of territorial boundaries. Official demarcation and boundary delineation remain under the mandate of the Joint Boundary Commission (JBC), strictly guided by historical agreements and international law.
He praised the AOT’s vital role in providing objective ground observation, reinforcing mutual trust, and ensuring transparency along the border.
The diplomats concluded the meeting by reaffirming their shared commitment to ASEAN centrality, regional peace, and further strengthening Cambodia-Philippines bilateral relations.
